How many moving violations does it take for your license to be supsended in the state of Illinois?

Question:
I am 18 years old. Have 2 moving violations. I received both before I was 18 and received a notice that my license was suspended. Why? When I paid the second violation the lady told me as long as I didn't get another violation my license wouldn't be suspended.

If you get your GED do you have to wait until you are 18 to get your driver's license?
