Coolant provides corrosion protection in your whole cooling system and lubricates your water pump. Water causes rust and evaporates when hot, coolant has an oil base which helps prevent that and is needed for your cooling system longevity and proper cooling. Water works in a emergency situation, but doesnt help anything.

It could work as far as cooling, but it wouldn't have the anti-corrosion additives. It also doesn't have quite the same heat carrying ability. I'd think the lack of anti-corrosives would be the biggest issue.
