Photo-Block or "Stop Flash" - does it work?

Question:
Does the paint sold on the internet which claims "when applied to your licence (number) plate makes any subsequent flash photograph - unreadable" actually work?? ie: to stop getting speed camera photographs or traffic safety camera photographs.
