You can call the Police or your local Council if been there for a long time and if on one claims the car within a month I think you can claim ownership of the car, but I would check this with the Police first. But call the Police or your local Council there should be able to move this car off the road for you.if its taxed you can't do anything , best to ring owner and ask for it to be moved.
