They have been really cracking down in several States at a time.yes it helps, even on a modern car. It helps by reducing the exhaust restriction. This makes it easier for the engine to "breathe". The easier it is for the engine to get rid of exhaust gasses from burnt fuel, the easier it is for it to operate and burn more fuel. It won't help all that much, maybe ~5 HP give or take depending on the car.
