Should people be required to go through more difficult driving school and exam before getting the licence to drive?

What is the best way to lower a vehicle? Airbags, Hydrolics, or standard lowering kit. Pros and cons for each?


For example, should the mandatory number of hours behind a wheel be at least 40 on city roads and at least 40 on highways (during driver's ed) before you are even considered for an exam?
