How could I attach two car bumper's together ?

Question:
I want to use half of one bumper.(bottom half) connect it to the other bumper. to give it a lower looking front. without screw, bolts sticking out. like it was formed like that.
I've herd that bumpers could be phewsed back together . some that are split ,small cracks, etc. I know big difference ! I thought... same material !?.
if that dont work ? what would ?... or am I reaching for something thats not possible ?

Glass fiber and polyester resin. Glue them together and fill in the gaps. Machine sand and paint.
Phewsed, now that's a good one. Fused is the way we say it here in the Western world.
