You can get a demilitarized one at a GSA auction, though they usually come as a rolling chassis sans engine or just a couple pallets of parts. It's only something an expert mechanic is capable of rebuilding

On the other hand, there are some outfits that rebuild these HUMV's, but it's going to set you back at least 60k to get your hands on one of these.

It's a gas-hog and a piece of junk. You'll spend more on maintenance in a year than you'll spend on the initial purchase, and a lot of the maintenance you won't be able to do yourself. Fuhgetaboudit! Ya wanna go off-roading, buy an ATV.
