Because a steering wheel allows more precise steering input. Would you really want to drive a car with a joystick for the steering?
Cars have steering so as to get control over the direction of wheels.
I would say more control, plus by now were used to a steering wheel, you put a yoke (airplanes) or "handlebars" in a car and I dont think that many people would like it.
