Renting a car in Sacramento under 21 in the military?

Question:
I'm trying to take leave in Sacramento, been stationed over seas for the last 2 years so I dont have a car. however, being under 21 (currently 20) in the military I have been denied the capability to rent a car from Hertz, Budget, Alamo, Avis, and Payless simply for the fact that I will be on leave and not on travel orders; even as an additional driver with someone over 25 I am still being denied. So, has anyone in California found a way to deal with this dilemna in the past or know of a service that will help me out? I appreciate the help.

I have no car of my own but can i rent one?

I just rented with Enterprise ("we'll pick you up") I had to pay about 900 but i also had the car for 3+ weeks...that was in NY too. But they couldnt wave the extra under 25 fees but they could give me a military discount that just about took care of the extra 15+ a day of in surance they were gonna charge me ...again this was in NY but at least they worked with me .you have to have a CREDIT card !Hope I help

What is the best way to handle a leased vehicle that has been driven way over the mileage limit?

Buy a car cheapcheapcheap. Most national rentals won't deal with anyone under 21, regardless of the reason. Any local one is going to gouge you so deep on their required insurance that you may as well buy.
You could buy a scooter or moped if you don't need the interstates.
