Learning curve is steep. There are two types of drivers passave and aggressive. Video Games are not a subistute for actual driving with them. The Drivers Education is a joke class and not much education is going on in schools these days. The Drivers Edge, and other driving schools on private tracks that teach car control should be a must for parents who care. There is no SAFE car for 16 year olds. The idea having the child save for the car is a good one. Giving the kid the old family minivan is not cool either. Honda and Subaru are reported good on safety and reliability with 100% of their vehicles "recommended." The Insurance Institute for Highway Safety concurs regarding safety.
For brand new, I would go with either a 2007 Honda Civic or a 2007 Subaru Impreza (all Subarus are all-wheel drive) -
