I have heard anecdotes about people getting out of traffic violations taht were issued in common areas of private property, specifcally someone getting out of a ticket issued whiel they were driving in a shopping mall parking lot. You really need to check on your local laws for non-automobile vehicles. Now on public roads here in Maryland you actually need a motorcycle license to drive any scooter or moped that has any engine that is over like 20cc or goes over 10 mph so basically you need a license of some sort for any of those. I think that the interest of revenue generation has outweighed common sense in this regard. 3 wheel atvs are generally outlawed everywhere. 4 wheel atvs are legal in some areas but not all.
