Integra gas mileage - why the huge drop?

Question:
Hi Everyone! I used to get 36 mpg with my 95 Integra in the summer and fall, but since winter hit my gas mileage has creeped down to 16 mpg. I've never heard of a 20mpg loss due to winter weather. I put on snow tires, changed the oil in November, and have checked tire pressures. I think there's a slight leak in my exhaust near the converter, which might contribute to the loss of mileage, but can it have that large of an effect? Air filter is clean, haven't checked fuel filter yet. Any advice would be greatly appreciated. Thanks!
