The pros of having a dedicated road to through-going drivers that costs a little are that it can help traffic patterns be less congested due to people entering and exiting all the time, and the costs help keep the road in good shape for people to drive a little more quickly than they might on the regular freeway. Also, with the electronic system, people don't have to stop and count their change to get on the road; they merely purchase a card and the electronic scanner does the rest.
The cons are that the costs for local commuters can add up, that the state (or local area) doesn't always use the money how it's been designated, and people aren't always good enough drivers to drive that fast on a consistent basis. Also, the technology isn't perfect, so people can be billed wrong, miss being scanned. Other errors creep into the system.
Toll roads are generally a bad idea.
They are just a way for the politicians to give contracts to their supporters.
There is a very good existing mechanism to collect all the money needed to improve / build highways, THE FUEL TAX but it does not give kickbacks to the politicians, thus the need for toll roads etc.
