Sure. Without the vent on the same air is staying in the car. And you keep re-breathing it. Since the car is not air tight some fresh air comes in. Otherwise you would suffocate.There is a button/knob that you press/turn -- dont know what it's called someone can help me out there -- that allows your car to either recirculate the air thats already in the car, or blow air through the vents from outside the car. Apparently your HVAC is set to blow the air from outside, hence the reason you can feel cool/hot air (depending on where the temp knob is set), and smell other cars. Hope this helps.

well either your car has a bad exhaust leak, or it is not very air tight and the exhaust from other vehicles is seeping into your interior of your vehicle. and the heat you feel even when your heater is off is off of your motor.
