The battery in hybrid vehicles is by farthe most expensive part of the vehicle, costing thousands of dollars, not to mention the other components needed to make a hybrid drivetrain. To convert all vehicles in a manufacturer's fleet would be a massive undertaking. This would force companies to raise the prices of the vehicles to cover the cost of the hybrid powerplant (an unattractive prospect for potential buyers), or take huge cuts in their profits (equally unattractive for the companies' stockholders).
