Infact it has already made possible by a few aspiring inventors, unfortunately, like in the case in my country... that guy able to design an engine that can run with water...has been paid by all the oil companies there to forfeit from his own project, and confiscated all documents and papers- rumored to have been burnt including the prototype. There was another guy who invented in the Philippines, I saw in the news, that he was able to design a "catalyst/ converter" that you will have to attach in the engine (which means, you'll have to have it modified through an autoshop), with it you can use water instead of gasoline or deisel.
