How come so many 7.5 tonne drivers haven't had their road speed limiter fitted yet.?

Don't they know that from 1st January this year they are restricted to 56 mph. and must have a speed limiter fitted.

there's an exemption for vehicles made in 2005 in that they dont need them until 2008, and vehicles made before 2001 are also exempt. its hugely complex and extraordinarily silly, but either way, it doesnt come into force til next year
