No they can't. There is usually a 10% allocation. So if it was a 60 zone and you were going 64 it would be fine, as long as you dont get up to 66.....They cant book you for 1 mile/hr over. You guys in the states might be different...But one mile? NO WAY! I would challenge it in court...
yes. they are the police. they enforce the law. if the speed limit says 55, and you do 56, they can give you a ticket.

yes they can but with fluctuations in speedometers it would be hard to enforce the ticket.they can do pretty much what ever the hell they want. this doesn't mean that you will be guilty of speeding. it is up to the court to render a verdict. if you feel you were wronged you should definetly challenge the citation. this way the behavior of this cop will be brought to the judges attention. and if the judge doesn't care then i guess your out of luck.

Yes, I believe they can. If they do though it's probably because they want to pull u over for another reason.If they're just catching speeders I think police have some kind of unwritten rule that 4 miles or less over is okay. I'm sure they just figure that someone else will come along going15 or 20 mph over the limit in a matter of seconds and they can get a bigger fine.
