I've heard stories of people putting in a second gas tank with a hidden filler neck, and then having a very small tank with a gas/oil mixture that is still accessible through the standard filler neck. When the gas that is stolen is then used as fuel in another car, it results in a horrific amount of smoke. You could also try to set up a webcam to keep an eye on the van and record the footage to catch the creeps in the act.
i guess if they pry the cap off, they want it and are going to get it. the best solution i can think of is to try parking with the
gas cap side aginst a wall or fence or another car so access
would be tough or leave it parked with only a couple of gallons
in the tank a couple of times. they will leave it alone if they get
nothing a couple of times.
Park the van close enough to the building or another van that the side with the gas cap isn't accessible. It might mean getting in from the other door, but it would be worth it.
