Find a retailer that sells them and they should be able to tell you. I've seen these but not recently and they're quite distractive.

The only thing I can think of as far as practicability is water, mud and rocks. Mud would dim the bulbs and water and rocks might destroy it. Maybe I haven't seen them recently because too many people didn't think of that and found out too late that they are too delicate to put on the road.
