Yes. If you chose to build an internal combustion engine, like in a car, it could not run long or make much power. It would get too hot after running more than a few seconds and the seal neccesary to contain the explosion within the combustion chamber would be too difficult to maintain with plastic cylinders and pistons. It may work, but for only a very short time.

A steam driven engine would be easier and more durable. I would build a turbine style as opposed to a piston and valve set up for the same reasons listed above.

Most likely not because the explosion inside the engine heats up into hundreds of degrees so the PVC would melt. Even on really tiny engine like gas powered RC cars heat up too high. sorry.
