It to let the emergency services know that there are a combination of chemicals on board.They are displayed on the Front and Rear of trucks carrying hazardous materials - as other answers have stated. The signs can be removed, or folded over when the truck is carrying normal loads. When the truck is carrying the hazardous material the driver also is required to have a data sheet for each chemical (called a TREM card) which can advise the emergency services exactly what is carried, how best to deal with and who to contact in case of an emergency.
