since you seem to see it ALL the time, next time follow the officer into the gas station and make a citizens arrest on him/her.Not always is this the case.sometimes they are dispatched to an in progress call and so they start going lights and sirens and either they are canceled because other officers arrive first and they are no longer needed, so they get off the road. How do you know it is not an emergency. No its not legal and yes they can get in trouble you can get their car number and report them to their sergeant if you think they are doing this to avoid stopping at a light

Everywheres I go I see idiots on their cellphones weaving all over the road, cutting in front of people and driving wrecklessly..... it is illegal in KY to drive with a cell phone stuck to their idiot unemployed head!
