I film street races in my hometown, and I was wondering what the penalty is if I would get caught filming/ watching the "Illegal exhibition of speed".

The only thing they could possibly get you for is failure to report the racing. It would be like an obstruction of justice or collusion charge. Chances are, they'll be so worried about chasing the cars down they won't care about you filming it until everything is over with and they want the film as evidence.

I don't think you can get in trouble as long as you weren't doing the racing yourself. They may pick you up and ask to hand over the tape to get evidence off of. I would think it would be like video taping a car crash.
