would this work? the car would be using its exhaust over and over again never spewwing it out

Sound pretty good but you're about 30 years behind thinking. The EGR valve or:" Exhaust Gas Recirculation " valve had been introduced in the late 1970's in most vehicles that used carburated system with air/fuel mixture. Back then, most vehicle couldn't passed a strict emission laws because air/ fuel mixture could adjusted manually by most home mechanics, therefore automobile manufacturers invented the EGR valve to withdraw the exhaust gases and recirculated back to the intake system, that's help but not helped enough. Later on, they invented the O2 sensor for carbon monoxide measure then introduced the catylist converter which even trapped more monoxide. The " Datsun " HL610 engine was the first Japanese engine ( now called Nissan ) introduced the :" EGR pump " which " suck " the exhaust gases from the pipe and recirculated back to the engine with fresher air, however, its drawn more engine power thus used more gas, this system later was eliminated and replaced with Mass air-flow controller and managed by engine computer.The fuel injected system was introduced in the late 1970's even further reduced the emission and pollution and required no air/ fuel mixture adjustment. In the early 1980's, most car's engine was managed by engine controlled computer for precisely air/ fuel mixture thus even reduced further less pollution.
