Do you know if inner and outer cv joint boots are the same or very close to the same size?
Of course if you go for proper motorsport alloy wheels or titanium wheels you can get lighter than steels, but they will cost you alot of money.

The lighter the wheel, the less fuel you will use, as the wheel is spinning the effect of the lighter wheel is multipled ie. you would save more taking 1kg of your wheels than 1kg off your seats say.

If they are lighter than the steel wheels, yes. More horespower - no.With the small amount of unsprung weight that you might save you would not even notice a gas savings. Better to inflate the tires to the max allowed on the sidewall of the tires for less rolling resistance.
any reduction in unsprung weight is good weather you feel it or not , it wont give you more power but will waste less
