I am from Michigan and we have the same law that a minor of 14 years of age can get a restricted license. And the only reason at the age of 14 that you can get a license is if one or both your parents are physically incapable of driving. And that goes for 15 years of age also unless you have a permit and are with a parent, guardian, or authorized adult.
