The supermarket would have to pursue the parking fee through the civil courts. This could end add extra costs as you are almost certain to lose and pay costs on top of the fee.
They would somehow have to obtain your name & address before proceedings could start and this itself would require a court order for the DVLA to release such information.
If there were warning signs I would think so. You could try not paying it just to see what happens!

Although most shopping center parking is on private property, most will have a sigh posted somewhere indicating that the property owner has authorized the local law enforcement agency enforce that jurisdictions traffic laws on the property. Since you were being an "@sshole" and parking in a HANDICAPPED space it is most likely that some poor HANDICAPPED person unable to access this space reported you. Yes, that ticket is binding.
