Do you know of any efforts by the big manufacturers to prevent major damage to the earth if millions of new drivers are allowed to drive around in polluting current models? For example are hybrid cars being pushed in order to encourage people away from conventional vehicles?

In general, the indigenous manufacturers (and some of the foreign-owned factories) in both China and India produce less-complicated cars than are common in the developed nations, and they are made using less automation, so the energy consumed by their production will be less than for a typical western car, and a lot less than for complicated hybrid car. Given that the environmental damage caused by building a car usually far outweighs the environmental damage caused by using one, the production of simpler cars is probably of much greater environmental benefit than any push towards hybrid products.
