The numbers are this: the 1st is tread width, the 2nd the sidewall height and 3rd, the inner diameter of the bead. 16 inch tires will not fit on a 15 inch rim. Now, if you swap rims as well as tires, then you have a small problem, the smaller wheel will throw off the speedometer in proportion to the difference in circumference. 15 inch tires are simply smaller and will turn more times over a real mile and your odometer will indicate something more than a mile and if you travel at a real 60 MPH, your speedometer will indicate something a bit higher. Smaller tires have to turn over more times and turn faster to cover the same ground in the same amount of time. Come to think on it, you might have another problem, ground clearance. By using a smaller rim size and a shorter sidewall profile, you are lowering the whole vehicle closer to the ground, which could cause you to scrape ground when going out of a driveway or over railroad crossings because the suspension may not be tight enough with the lesser ground clearance.
