My friend and I were driving back to campus the other day and we saw sign on the side of the road that said "Test Frost Hole" or something along those lines. What does that mean? Why is it there? This in the Grand Rapids, MI area. We were utterly confused and slightly amused.

It is probably a test hole to see the effects of frost so they calculate what will happen to the road.

MDOT (Michigan Department of Transportation) has test areas set up on various road to try out new methods and materials. My guess is that it is some experimental pavement sub-base to cut down on the formation of potholes during freeze-thaw cycles. You could contact MDOT (mi.gov/mdot) and inquire about it. Since you were near GR, I know that Ferris State University isn't far from you. You could contact the Construction Technology Department there. They do a lot of MDOT research and might be able to answer your inquiry.
