When COE first launched, the reason given is to control the car population. But recently, the Government have stated that they will try to lower down the car price, but will increase the maintenance cost. That's why the drop of ARF, duty and more COE issued. But with higher ERP, road tax, parking fee and etc.
In short, now COE is more a source for Government revenue, and the initial purpose seem to be void as more COE were issued now. With current "open COE bidding", it's unlikely COE can be manipulated.
