How do you adjust a car's broken(?) electric mirror?

Question:
I have a 2000 Hyundai Galloper (essentially the same car as a Mitsubishi Montero) which I bought used. I'm a little confused with the side view mirrors because I cannot adjust either of them. I have therefore assumed that they were originally electric mirrors, but there are no obvious buttons to adjust them. So it is not as though the buttons don't work, but rather don't exist. I am thinking that perhaps the original owner did some work on the control panel and took the buttons out completely, but I'm not sure and a little mystified. Anyways, I'm looking for a way to adjust the mirrors so I can get them at a better angle without having to just buy new ones. Any advice will be greatly appreciated.

Thanks!
