Actually, they will be able to go that fast on the autobahn and loosely speed patrolled areas of rural highways or on racetracks, dragstrips etc outside of public roads where there is no speed limit but there are controlled conditions.

There is world outside good ol' USA, and some places over there don't have speed limit. Actually, there are ratholes in the US - like nevada where you can go as fast as you want until your wheels fall off, and paramedics get to decide where to take this pile - to a grave- or a jank yard.
