They are either body kits or custom made from fiber glass it depends on what you are trying to accomp;lish with your flared fenders. Generally it is to allow for wider tires on the lower cars. They do have ones that you can bolt on with fastners then these ususally have fiberglass applied overt the fastners and the car repainted. There is a very cheap version that has som sort of glue I have seen these fall off. Now keep in mind if you are lowering the car and adding wider tires you may need to modify you wheel well which is usally why stock cars that are turned into race cars get flared fenders.
