Which UK car hire firm will hire to a driver who passed their test less than 12 months ago?

I have just passed my test and would like to hire a car. From a quick look at major car hire firms I can't hire a car even though I am 28. I am looking for hire firms that have a branch in Edinburgh, Scotland.

I don't think any hire company that will rent you a car until you have had your license 12 months.

I live in London and could find no one who would hire a car to anyone whose held a license for under a year, when I was newly qualified. Most companies want two years minimum.
Maybe some of the small local dealers would let you hire, but they are few and far between, especially id imagine in Scotland
