With a permit, is it illegal to drive with someone 25 years and older AND someone under 18??

no you drive with some that is 25 or older actually you have to have someone that old to be with you and the 18 year old is aloud to be with you they are not alowed to be with you alone though. 25 and older has to have a valid drivers licencess not a permit.
