I dont think that there are any restrictions on this as long as they are street legal. there are a few foreign car companies that are making v12s (very expensive) there are also w12's as well.

Does the car industry oils company's certified individual oils for the manufactured cars as in the past?

I didn't know that there was a year that you couldn't build a V12 engine. I think the last one built was back in the 30's But I'm not sure. They are building V10 now & they will proably build V12 soon.
