CA m1 lisence questions?

Question:
ok, so i have a couple questions about the m1 that any resorces i can find cant seem to clear up
1. is the age where drivers ed and drivers training not compulsary 17 1/2 or 18? (its a bunch of bs i cant afford to pay for...)
2. is it required to have a class c to have an m1?
3. (not really a lisence question) are blue accent leds legal in CA?
