Saturn SL2?

Does the 1993 Saturn SL2 have power mirrors? If not would it be easy to upgrade to power from manual?

Believe it or not the Saturn has ONE power and one manual mirror (only GM would do this). Very easy to upgrade (downgrade?) to manual mirrors.

Does anyone know a place 2 rent a car where u can but a down payment with cash instead of using a Credit Card?

It should be an option check at the dealer, and I would imagine it would be expensive to change to it seeing a switch and all the wiring in the door plus new mirrors would have to be installed.
