I am assuming you mean the front plate... when we had a mustang it was brand new and didn't have the holes in the bumper for the plate to go so we put it on the dash. but when we moved to NY a cop pulled us over and told us we had to attach it. I see alot of cars without the front plate on all the time. As far as I know they got rid of the front plate requirement a few years ago.
