I took the PSV driving test about 5 years ago and passed 100% in the theory test after reading the book for about a day. I did a mock standard driving test with a friend who was revising for it and the only thing I got wrong was not knowing what a yellow R on a green background in a rectangular sign meant so yes I think I'd do fine.

I hope so, as the driving instructor I had was always asking questions about te road layout, traffic signs etc, and that was over 20years ago! Perhaps he knew something then, but didn't want to let on.

how many motorists in the UK approximately?

Yes most drivers would be able to pass the test with a bit of work, they might get stuck on the hazard perseption cause its designed for learner drivers. They tend to anticipate the hazard and click to early.
The only thing is that most people just learn for the test and then thats it, they do very little refresher training over thier driving life, and the best thing people can do is training over the years by doing HGV or bike tests, you find that those drivers are normaly very good and knowlegable.
