Engine rotational speed in rpm (revolutions per minute). Not connected with the gears or transmission, hence the rev counter operating whenever the engine's running, in gear or out of it.
In the "good old days" rev counters were operated mechanically, often off the camshaft, but nowadays they are electronic and get their signal usually from a source within the ignition system. So dad's got the idea!
