I don't know exactly where you are, and what kind of mods you want, but as far as performance mods go where I live (California) they have to have a DOT approved number stamped on them. This means they are deemed safe and approved for street use by the Department of Transportation. Most things you buy that are street legal will say if they have a DOT number or not. If it doesn't say it, talk to the person selling the item, they should be knowledgeable about it.
Just be careful, I've seen cops open hoods and write tickets for mods that were illegal. Even for altered ride height.

- This is just an average... Most states vary slightly or follow this. Can't have any lights underneath or on the car that are not factory (neons and such)...
- 35% window tint in front side windows and down to 15% in back (varies in southern states)...
- Im not 100% sure on this, but at least 14 inch ground clearance if you lower it (im probably wrong on this)...
- TV's can not be visible to the driver unless used for rearview camera or GPS
- Every city has a different stereo loudness laws
- Hydraulics and Air Bags are not allowed on road

This is just a rough opinion. I am from Wisconsin and we do have different laws then other states. Your best bet would be just to contact your local police department, they will help you better.
