It's dried up battery acid...and no its not good for anything its very corrosive. If you have this problem simply disconnect your battery cables(always negative first) then use a mixture of warm water and baking soda combined with a little elbow grease and a wire brush and that will take care of it right quick.

Check to make sure your battery tray hasn't started to rust, if so, place a couple towels uder the battery, they may get eaten up, but slowly, and it'll save the metal. Other than that, the white dust isn't good for anything, but it isn't bad for anything, but it usually starts to form when your battery is starting to get old. If it's a 24 month warranty battery, and you've had it for 4 years, time to start looking for a new battery, you may run out of juice soon. If it has eaten away at the terminals, replace the terminals. The terminals are the things that slip over the posts, simply cut the old one off, twist the wires together, and bolt them into the new one. The wires, even if connected to the battery don't have enough juice to harm you, unless you make a solid connection with them with something metal attached to you, like I did once with my metal watch band, which ended up getting very hot, very fast, and welded shut. I still have the burn scars from that. If you have had the battery any more than a 12 months past the month allowance of the battery, start looking for a new one.
