It takes engine power to turn this belt, thus power is lost in the process. A turbocharger relies on burnt exhaust gasses to turn the impeller, which causes little or no parasitic loss at all. However, superchargers do usually make more power early in the rpm curve. This is due to turbo spool. It takes a bit for the engine to produce exhaust gasses sufficient enough to turn the turbocharger impeller.
