Its called a blow off valve and it operates when you let off the gas to shift by vacuum. The purpose of it is to prevent all that boost from going back to the turbo and slamming into the turbine blades when your throttle blade in the TB is closed. Boost slamming back into the turbine blades cause compressor surge or turbo cavitation and that is no good for your turbo ;) hope this answers your question.

Not all turbo's make that noise. What makes that noise is the wastegate taking pressure that isn't needed out of the combustion cycle. In video games it is crazy exaggerated if that is what ur talking about. Custom wastegates are very expensive. Hope that helps.
