Catalytic converters were first widely introduced for the 1975 model year on US automobiles. There were some early exceptions, such as cars manufactured for the Canadian market. So, at some risk of oversimplification, any car from '75 to the present probably originally came with a cat. And yes they do work as part of a complete clean air package. Cats do two basic things: they add oxygen to fuel not burned in the combustion process and they remove oxygen from oxides of nitrogen which is an undesirable byproduct of combustion. Both these processes do reduce many types of pollution to a small fraction of what they were in 1974. However, there is still work to be done to reduce carbon dioxides.
