In the U.S. ( I don't know where you're from) Emission testing stations are government operated. They have no reasons to lie to you. Nor do they repair your vehicle to conform to regulations.
Ford (for example) warranties all of their vehicles to conform for 8 years or 80,000 miles. If your Ford doesn't pass the emission inspection, you just bring it to a Ford dealer & they fix it free, if it is still under this warrantee.
If you take it elsewhere & pay to have something fixed/replaced/repaired.... then, I guess you just spent money that you can't get back, oh well. Sorry.
Read your owner guides/books in your glovebox to see if that is covered on your vehicle.
